The incumbent serves as an Administrative Officer for the Operations and Planning Division (OPD) staff providing general office management and assistance to the Administrative Branch Chief, with responsibility for advising, analyzing, evaluating, and executing a wide range of administrative, personnel management, and procurement duties.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Provides advice and recommendations to the Administrative Branch Chief and division supervisors regarding personnel management.
Initiates requests for personnel actions and transmits the requests electronically to the human resource office.
Works closely with the management team in determining source of and course of action for pay and personnel problems.
Provides counsel to supervisory staff and employees on various pay, insurance, retirement, leave, performance evaluations, travel, conference, and awards questions
Reviewing blanket purchase agreements, purchase orders/receipts, and invoices and reconciling these against financial reports.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Analyze problems to identify significant factors, gather pertinent data and recognize solutions,
Plan and organize work,
Communicate effectively orally and in writing.
Providing standard administrative services for an office, such as time and attendance, processing travel authorizations/vouchers, and maintaining records and files
OR Master's or equivalent graduate degree in Business Administration, Public Administration, Human Resources, or Business Management, or related or equivalent graduate degree
OR 2 full years of progressively higher level graduate education leading to such a degree
OR LL.B. or J.D., if related
Note: Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Providing standard administrative services for an office, such as time and attendance, processing travel authorizations/vouchers, and maintaining records and files
Managing the acquisition of supplies, equipment, services for an organization in accordance with regulations and local policies
Conducting portions of financial, management or program analyses
Providing guidance to managers and staff on administrative topics including regulations and guidelines
OR Ph.D. or equivalent doctoral degree in Business Administration, Public Administration, Human Resources, or Business Management, or related or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR LL.M., if related

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
