You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Contract Oversight Division, Quality Assurance Department, of PSNS and IMF.

Duties

You will plan, develop, organize, administer, evaluate, and manage a comprehensive Contract Administration Quality Assurance Program for confirming contractor quality systems conform to requirements. You will develop inspection system plans, instructions, and checklists to evaluate the effectiveness of contractor quality assurance and quality control programs. You will negotiate and coordinate complex quality assurance issues for the manufacture and repair of complex components and systems. You will develop evaluation plans and conduct surveillance shipboard and at contractor facilities to ensure compliance with requirements. You will provide support to project maintenance teams and will be accountable for all assigned duties.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing contractor quality assurance programs by administering and evaluating quality systems and processes to ensure conformance to contractual requirements and making recommendations for quality systems improvements in support of the overhaul, conversion, or repair of ships or submarines. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and implementing quality assurance programs by evaluating quality systems and processes to ensure conformance to contractual requirements in support of the overhaul, conversion, or repair of ships or submarines. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
  • Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
