Duties

Serves as the Command Military Personnel Strength Manager performing a wide variety of services aligned with management and maintenance of the enlisted and officer personnel distribution and assignment process Monitors the associated personnel management systems (IPPS-A; AIM; etc.) to analyze and assess requirements and manage the requisitioning process to backfill positions across the command. Coordinates with associated supported organizations, assigned personnel and Army Human Resources Command to manage personnel actions associated with the assignment cycles. Provides oversight of the Personnel Distribution System and Strength Management processes sufficient to effectively maintain unit strength Applies practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing officer/enlisted billet authorizations and assignments sufficient to conduct reviews of functions to determine manpower requirements. Maintains personnel rosters and provides information to leaders regarding assigned personnel. Maintains and applies knowledge of personnel management databases (e.g., IPPS-A; AIM; iPERMS, etc.); to identify, provide analysis on, and develop courses of action for resolution of assignment issues and management.

DE-0201 -02 (GS 5 to GS 11) General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DE-1 (GS-04) grade level, which includes; 1) Providing technical advice and guidance regarding Essential Personnel Services and management (to assignment management; records updates; in/out processing and personnel actions) in accordance with Army personnel policy and processes; 2) Supports assigned military personnel and command leadership on technical systems processes, pending actions data management, and personnel slotting within applicable systems 3) Updates and maintains personnel records in coordination with assigned military personnel within IPPS-A and iPERMS AND 4) Advises assigned military personnel and leaders on personnel actions and awards; technical advice pending actions within IPPS-A; military personnel assignment processes and assignment issues during in/out processing. OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. DE-0201-3 (GS 11) Specialized Experience: one year of specialized experience equivalent to the DE-02 (GS 11) grade level in the Federal service which includes; 1) Conducting analysis and reconciling officer and enlisted requirements, authorizations, and actual strength within a Command; 2) Evaluating existing authorizations, projected changes and anticipated gains and losses and recommending proposed courses of action to ensure mission accomplishment; AND 3) Analyzing the impact of proposed changes on the organization and defending and/or justifying positions authorizations. You will be evaluated on the basis of your level of competency in the following areas: Planning and EvaluatingProblem SolvingProgram Management DE 2 (GS 5 to GS 11) pay ranges from GS 5 step 1 $45,146 to GS 11 step 10 $107,590. DE 3 (GS 12 to GS 14) pay ranges from GS 12 step 1 $99,200 to GS 14 step 10 $181,216.
