This position is part of the National Archives and Records Administration. Equal Employment Opportunity Office. The incumbent reports to the Director of Equal Employment Opportunity Office and provides technical expertise on affirmative employment programs pursuant to 29 CFR 1614.102(a)(4). The Affirmative Employment Program Specialist will be responsible for maintaining a model EEO program as required by MD 715 and developing a workforce that is representative of the Nation it serves.
Duties
As an Equal Employment Specialist (Affirmative Employment Program Specialist), you will:
Perform assessments of affirmative employment goals and initiatives, and reports findings to the appropriate management officials.
Develop and maintain the Special Emphasis Programs (SEP) for the Agency by developing training, guidance and structure for the program.
Support NARA's mission and leadership agency-wide by developing and implementing the organization's Affirmative Employment Program Plan (MD 715).
Assess current program initiatives regarding diversity issues and uses those assessments to develop and implement new initiatives to solve systemic problems.
Evaluate the organization's efforts to employ, develop, and advance constituents in terms of hires, promotions, training, awards, complaints, etc., and reports quarterly to the organization's Director of EEO or designee.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
- Developing and preparing the Annual MD-715 report; AND
- Providing guidance and leadership to Special Emphasis Program managers, Employee Affinity, or Resource Groups on areas such as; hiring and retaining minority groups, overcoming barriers for such groups, and/or increasing effectiveness of programs.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-13, you must have been at the GS-12level for 52 weeks.
