The Office of the Chief Human Capital Officer is seeking individuals to serve as Human Resources Business Partner (HRBP) or Human Resources Specialists (HRS) to support various facets of HR programs. Supports short-and long-term strategies and execution plans that support the mission of the organization and the Agency. The HRBP/HRS supports complex organizations with evolving missions, large volumes of workforce demand, organization structures, and a high-level of customer engagement.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as a Human Resources Business Partner (HRBP)/Human Resources Specialist (HRS) working with customer organizations to support the development of HR strategies and plans that support the mission of the organization.
Provides advice and counseling on a range of operational and strategic HR issues.
Determines and applies a range of HR principles, policies, methods and practices to identify, assess, analyze, and improve products and services and recommend HR solutions.
Reviews and analyzes data or information to recommend solutions to resolve recurring Human Resources issues.
Develops and delivers HR briefings, status/staff reports, and correspondence to managers and fosters understanding and acceptance of findings and recommendations.
Develops and implements HR processes and clear action plans to ensure a results-oriented focus and maintain quality and timely communication with customers and HR stakeholders.
Participates in HR projects and initiatives designed to support the Center's workforce in accomplishing the mission.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:
Applying human resources rules, regulations or procedures to support business activities of an organization;
Conducting factfinding and recommending HR solutions to resolve issues.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Providing human resources consulting or technical services to support business activities of an organization;
Utilizing regulations, policies and human capital principles to resolve conventional human resources matters to support organizations' programs;
Participating in analyzing and evaluating information and recommend business solutions to resolve interrelated HR issues and problems.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
