The Office of the Chief Human Capital Officer (OCHCO) is seeking highly skilled individuals to serve as Supervisory Human Resources Specialists. You will be responsible for advising and interpreting Human Resources (HR) laws, policies, regulations, practices and processes for employees and supervisors/managers. You will manage, supervise, administer, and deliver HR management products or services by applying supervision over a team of HR professionals.
Duties
Develop and implement strategic and effective human resources plans, policies and programs to support evolving mission and programs.
Identify strategic HR objectives and support development of the workforce master plan for the organization
Provide advice and guidance to senior level management on a wide range of topics, including areas for improvement, resource allocation, and proposed performance metrics for organizational effectiveness.
Provide expert technical advice to senior leadership on key HR program areas and topics.
Lead and manage a team of Human Resource Specialists to communicate strategic vision, change management, and motivation to cultivate creative solutions, redesign concepts, and improvements to how HR partners with external organizations.
Apply a wide range HR expertise and analysis to identify, assess, analyze, and provide recommendations in the resolution of complex HR issues and to improve products and services.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- A one year supervisory probationary period may be required
- The location will be determined upon selection but must be at one of the locations indicated within the announcement

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Formulating objectives and recommendations governing a variety of human resources functions to effectively meet current and long-range human resources management goals
Providing authoritative advisory services on human resources operations and programs to design and implement best practices to align with human resources policies and procedures
Utilizing expertise in HR management principles, concepts and practices, as well as consultative skills, to evaluate HR programs and resolve complex problems
Leading or managing an HR team, function or project while fostering engagement, teamwork, inclusion, and innovation
