As a Human Resources Specialist (Chief of Staff), you will be responsible for demonstrating a high-level of confidentiality and trust in dealing with complex human capital issues. You will provide advisory and consultative services to Center customers and HRO employees on a full spectrum of HR functions. You will provide day-to-day operations support to the directorate and assist the Director in reviewing, evaluating and making recommendations on management and program support matters.
Duties
Provides authoritative advice to the Director of HRO, the Center Director, stakeholders, other NASA Centers, and other members of the senior staff as it relates to the design, development, and implementation of a high-quality human capital program.
Provides expert advice and recommendations on organization and management issues, integration of various Center strategies, enterprise directions, and cross-organizational issues.
Provides policy advice, assistance, and interpretive guidance on complex issues, including Agency leadership, staff, Center human capital community, and external customers. Collaborates to influence and impact Agency policy and share best practices.
Provides expert analysis, development, integration, implementation, and maintenance of a variety of personnel programs and policies, and is recognized in the Agency and Center as a Primary POC and focal point on human capital policy.
Collaborates with managers across the Center to strengthen organizational relationships and ensure the relevancy and effectiveness of HRO services.
Assists the Director of HRO with ensuring the long-term success and forward progress of the Center HRO. Ensures appropriate dissemination of information and responsible for keeping the Director of HRO informed of all pertinent actions and issues.
Ensures projects and activities are results-oriented and measurable to ensure the required quality/standards/requirements are met to best support the goals of the Agency's Workforce Plan and any unique Human Capital needs of the Agency or Center.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- The location will be determined upon selection but must be at one of the locations indicated within the announcement.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Providing guidance and direction to senior HR management officials and employees clarifying issues, and resolving conflicting guidance and operational problems
Analyzing and providing recommendations to resolve problems or issues which directly affect the accomplishment of strategic human capital program goals and objectives
Conducting studies and developing initiatives to improve human capital processes or systems to create efficiencies or implement new human capital programs or services
