About the Position: As senior Budget Analyst, serves as the principal advisor and technical expert to the Division Chief of Staff, key staff members, and subordinate commanders, with responsibility to assist in the planning, coordination, and oversight of all matters pertaining to Deputy Chief of Staff for Resource Management (DCSRM/G-8) activities.
Duties
Develop the policies and procedures for the implementation of the Command's decentralized program budget system.
Perform resource management functions associated with planning, management, execution, control, and analysis of resource requirements .
Ensure internal control systems are developed and operative so that government resources are efficiently and effectively managed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- ·Position requires incumbent to obtain and maintain a Secret Security clearance.
- ·Position requires temporary duty (TOY) business travel approximately 25% of the time.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position, Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Analyze and conduct budget analyses, and provides managers with guidance and training; Prepare a variety of statistical and narrative reports to measure program success; Ensure fund control and resource management through accounting, budgeting, and financial management reporting programs; Ensure internal control systems are developed and operative so that government resources are efficiently and effectively managed; Assisting in resolving budgetary problems, justification or execution of tasks; Monitoring and reconciling commitment, obligation, expenditure, and disbursement of funds; and Utilizing automated financial systems such as General Funds Enterprise Business System (GFEBS) or equivalent system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
