This position is located under the Healthcare Technology Management Service of the Bay Pines VA Healthcare System, Bay Pines, FL. The Supervisory Biomedical Engineer (Service Chief) is responsible for the professional and administrative management of the Healthcare Technology Management Service in a medical facility with complexity equal to tertiary care and/or university-affiliated facility.

Responsible for managing Human Resource aspects of service operations, including the hiring process, disciplinary action, and Labor/Management relations. Responsible for resource management and distribution, assessing staffing levels and needs, space planning, and assessing equipment and technology needs along with corresponding requests for needed resources. Develops goals, objectives, and policy for the medical equipment management program and monitors progress. Advises supervisor and other management officials as necessary on the status of critical medical equipment that may adversely impact veteran care or access. Provides input to the annual budget for the unit and monitors spending throughout the fiscal year to ensure that adequate resources are available to support the mission. Evaluate the need for service contracts and on-demand vendor service. Leads the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, productivity, and quality). Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data. Responsible for all activities of the Healthcare Technology Management Service including the Biomed and Electronics Shops at the Bay Pines VA Healthcare System. This system in VISN 8 is a tertiary care, university-affiliated medical center. This system includes the main campus at Bay Pines of over 300 acres, one 220,000 square foot outpatient facility in Lee County, and 7 other outpatient facilities. Medical equipment value at this facility exceeds $125 million dollars. Responsible for all activities of the Biomedical Engineering and Electronics Systems including all aspects of the medical equipment management at the Bay Pines VA Healthcare System; evaluation, acquisition, installation, acceptance inspections, inventory, user training, safe use, preventive maintenance, repair maintenance, quality assurance, hazard surveillance, incident investigation, removal, and replacement. Work Schedule: Monday-Friday, 7:30am to 4pm Relocation Incentive (Sign-on Bonus): Authorized Permanent Change of Station (Relocation Assistance): Authorized Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English. Education and/or Experience: Bachelor's Degree or Higher in Engineering: (Transcripts Submitted). To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR, Certification as a Certified Clinical Engineer (CCE)-(Certificate Submitted) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Biomedical Engineer (Clinical) GS-14 Applicants must have at least [one] year of experience equivalent to the next lower level (GS-13) and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Preferred Experience: Prefer managerial/supervisory experience and oversight of HTM Sections such as: Administration Operations Project Support An individual who has experience working with the clinical staff and leaders. Example: Has led integrated Project Teams (IPTs) VA experience procuring High-Tech/High-Cost (HT/HC) medical equipment. Experience planning and working with Contracting to submit equipment packages to the National Acquisition Center (NAC). Experience supporting a healthcare system with the acquisition, installation, and preventative maintenance (high-risk and non-high risk) and the replacement of end-of-life cycle medical equipment, or implementation of new technology An understanding of key performance metrics (KPIs) pertaining to medical equipment management. References: VA Handbook 5005/104 PART II, Appendix G38 The full performance level of this vacancy is 14. Physical Requirements: The position is mostly sedentary. Occasionally requires duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, and some prolonged periods of intense concentration, under adverse conditions. Lifting of objects between 10 and 40 pounds is common, and on occasion lifting of heavier objects is necessary. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle.
