The position is located under the Healthcare Technology Management Service of the Bay Pines VA Healthcare System, Bay Pines, FL. The incumbent is responsible for the professional and administrative management of the Healthcare Technology Management Service and for supervising technical staff including Engineers, Biomedical Engineering Support Specialists, Electronics Technicians and other technical staff.

Duties
The duties and responsibilities of the Supervisory Biomedical Engineer/Chief of Healthcare Technology Management Service include but are not limited to the following:
Supervisory Functions
Responsible for all activities in the Healthcare Technology Management Service including the Biomed and Electronics Shops
Responsible for managing Human Resource aspects of service operations, including the hiring process, disciplinary action, and Labor/Management relations.
Responsible for resource management and distribution, assessing staffing levels and needs, space planning, and assessing equipment and technology needs along with corresponding requests for needed resources.
Develops goals, objectives, and policy for the medical equipment management program and monitors progress.
Advises supervisor and other management officials as necessary on the status of critical medical equipment that may adversely impact veteran care or access.
Provides input to the annual budget for the unit and monitors spending throughout the fiscal year to ensure that adequate resources are available to support the mission.
Evaluate the need for service contracts and on-demand vendor service.
Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data.
Gives advice, counsel, or instruction to employees on both technical and administrative matters; serves as coach and facilitator in consensus-building activities among team members.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Plans for long-range staffing needs, considering changes to medical equipment inventory, medical center strategic plan and budget.
Clinical Engineer Functions
Responsible for all activities of the Healthcare Technology Management Service including the Biomed and Electronics Shops at the Bay Pines VA Healthcare System. This system in VISN 8 is a tertiary care, university-affiliated medical center. It includes the main campus at Bay Pines of over 300 acres, one 220,000 square foot outpatient facility in Lee County, and 7 other outpatient facilities. Medical equipment value at this facility exceeds $125 million dollars.
Responsible for all activities of the Biomedical Engineering and Electronics Systems including all aspects of the medical equipment management at the Bay Pines VA Healthcare System; evaluation, acquisition, installation, acceptance inspections, inventory, user training, safe use, preventive maintenance, repair maintenance, quality assurance, hazard surveillance, incident investigation, removal and replacement.
Responsible for all relevant safety codes and standards of regulatory bodies, including but not limited to The Joint Commission (TJC), National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), Association for the Advancement of Medical Instrumentation (AAMI).
Complies and stays current on the Healthcare Technology Management Office {HTM) requirements.
Ensures compliance with key performance indicators, national standardization efforts, computer maintenance, network and security issues, and other initiatives promoted by the HTM Program Office.
Advises and works with professional clinical staff concerning the proper acquisition and use of medical equipment and other assets to better perform their patient care activities.
Works with Bay Pines VA Healthcare System committees, as appropriate, on subjects relating to medical equipment.
Participates as a member of various national committees, as requested.
Responsible for a portion of all equipment maintenance programs in VISN 8 facilities by managing all aspects of the SMART (Self Maintenance Asset Relocation Team) Pool.
Acts as a Bay Pines VA Healthcare System representative on the VISN 8 High Tech/High Cost Committee.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
BASIC REQUIREMENTS
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.)
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with VA policy.
Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement:
(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR,
(2) Certification as a Certified Clinical Engineer (CCE)* and a bachelor's degree not listed in item (1) above.
*Certified Clinical Engineer (CCE) certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. Individuals with CCE certification demonstrate competency and professional recognition, as measured by an examination designed by their peers. If appointed with a CCE requirement, the employee must maintain certification throughout employment.
Grandfathering Provision. All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees in an occupation that does not require a certification/registration, may be reassigned, promoted, or demoted within the occupation.
Employees who are appointed on a temporary basis, prior to the effective date of the qualification standard, may not have their temporary appointment extended, or be reappointed on a temporary, or permanent basis, until they fully meet the basic requirements of the standard.
Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or certification/registration, that meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation.
If an employee, who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision, leaves that occupation, the employee loses protected status, and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Physical Requirements. The position is mostly sedentary. Occasionally require duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, and some prolonged periods of intense concentration, under adverse conditions. Lifting of objects between 10 and 40 pounds is common, and on occasion lifting of heavier objects is necessary. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle.
GRADE REQUIREMENTS
Supervisory Biomedical Engineer (Clinical), GS-14
Experience. Completion of at least one year of experience equivalent to the next lower (GS-13) level, and must fully meet the Knowledge, Skills and Abilities (KSAs) at that level which are:
Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements.
Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment and information system implementation.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the Supervisory Biomedical Engineer (Clinical) must demonstrate all of the following KSAs:
Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.
Ability to develop local or VISN policies and/or draft directives related to healthcare technology management.
Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
