This position is located under the Clinical Engineering Service, (Healthcare Technology Management Service), or Bay Pines VA Healthcare System, Bay Pines, Florida. The incumbent is an expert in a specific medical technology(s) and servces as a liaison staff at the facility. This is a Supervisory position and the incumbent will be responsible for the professional and administrative management of a facility biomedical engineering program.

The Supervisory Biomedical Engineer (Section Chief) is responsible for the professional and administrative management of the Healthcare Technology Management Service. The Supervisory BME has the responsibility of supervising technical staff including engineers, biomedical engineering technicians, and other technical staff. He/She provides oversight to establish operating policy for other professional engineers at the facility and/or other professional engineers in the VISN.
Duties include but are not limited to:
Responsible for all activities in the Projects Section.
Responsible for managing the Human Resources aspects of the service.
Develops goals, objectives, and policy for the medical equipment and management program and monitor progress.
Advises supervisor and other management officials as necessary on the status of critical medical equipment that may adversely impact Veteran Care or access.
Provides input to the annual budget for the unit and monitors spending throughout the fiscal year to ensure that adequate resources are available to support the mission.
Leads the team in assessing its strengths and weaknesses and provides leadership to the team in expoloring alternatives and determining what improvements can be made.
Assists in the implementation of the complex Medical Equipment Management Program.
Services as a senior advisor the the Chief of Clinical Engineering Service (Healthcare Technology Management Service) as well as engineering principles and practice.
Assists in establishing controls and procedures and monitors implementation to assure that all electronic devices and systems, and computers related to patient care equipment are utilized efficiently and safely.
Coordinates and directs the installation of the equipment and systems as required.
Recommends policy and policy changes to the chief of clinical engineering service. (Healthcare Technology Management Service)
Advises clinical and administrative staff on medical engineering technology including existing and emerging technology addressing viability, long term suitability, compatibility, and or safety while keeping abreast of changes in technology and utilizing information gained in the solution of biomedical engineering problems.
Assists with capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment .
Work Schedule: Monday - Friday 7:30 a.m. - 4:00 p.m.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English.
Education and/or Experience:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR,
Certification as a Certified Clinical Engineer (CCE) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Supervisory Biomedical Engineer (Clinical) GS-13
Applicants must have at least [one] year of experience equivalent to the next lower level (GS-12) and must fully meet the KSAs at that level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of the management of overall department resources, ie., finances, space, equipment, supplies, and staffing at the local level.
Ability to draft and or recommend local policies and or directives related to healthcare technology management.
Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.

Physical Requirements: The position is mostly sedentary. Occasionally requires duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, and some prolonged periods of intense concentration, under adverse conditions. Lifting of objects between 10 and 40 pounds is common, and on occasion lifting of heavier objects is necessary. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle.
