The Deputy Chief Biomedical Engineer is responsible for oversight and coordination of the facility Biomedical Engineering programs in conjunction with the VISN Chief Biomedical Engineer and will serve as a liaison between the Healthcare Technology Management (HTM) Program Office and the VISN and facilities.
Duties
Major duties include, but are not limited to the following:
Provides oversight, guidance, and assistance to the VISN and its facilities in the strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, and risk assessment/security configuration for medical equipment/healthcare technology.
Works as Lead Biomedical Engineer for Electronic Health Record Modernization (EHRM) across the VISN and is responsible for medical device integration and implementation activities for the future Electronic Health Record(e.g., Cerner).
Manages oversight and coordination of the facility Biomedical Engineering programs in conjunction with the VISN Chief Biomedical Engineer and will serve as a liaison between the Healthcare Technology Management (HTM) Program Office and the VISN and facilities.
Oversees compliance and reporting for facilities under their management oversight as well as other Biomedical Engineering program metrics, key performance indicators, and other monitors as established by HTM and/or the VISN.
Consults and advises on healthcare technology matters to network executive management, network program officers, executive management at all medical centers, clinical service lines, Biomedical Engineering Program Managers across the VISN and the VISN Chief Biomedical Engineer.
Coordinates deployment activities associated with the VISN-wide medical systems and has oversight for technical operations, quality assurance and maintenance activities of those systems.
Supports the network mission and Biomedical Engineering program goals while operating in accordance with VISN policies, biomedical policies and standards of professional service.
Consults with and provides guidance to technical staff in all Biomedical Engineering programs across the network.
Works in conjunction with the network Chief Biomedical Engineer on matters pertaining to Biomedical Engineering operations, technology management, program operations and effective delivery of services. As such, may spend time physically at each location when required, as well as provide technical support from his/her location using MS TEAMS and/or via telephone as appropriate.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
BASIC REQUIREMENTS:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with VA Handbook 5005, chapter 2, section D, paragraph 5a
Education and/or Experience:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR
Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
All persons employed in VHA in this occupation, on the effective date of this qualification standard, are considered to have met all qualification requirements for the title, series and grade held, including positive education, and/or certification/registration that are part of the basic requirements of the occupation.
GRADE DETERMINATIONS:
Completion of at least one year of experience equivalent to the next lower level of GS-13, and must be fully meet the KSAs at that level. Including:
Experience.
Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements.
Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
Demonstrated Knowledge, Skills, and Abilities.
Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
Ability to develop and implement policies that are consistent with organizational objectives.
Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
GS-14 Demonstrated Knowledge, Skills, and Abilities.
In addition to the experience above, the candidate must demonstrate all of the following KSAs found below at the GS-14 clinical level.
Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.
Ability to develop local or VISN policies and/or draft directives related to healthcare technology management.
Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
Preferred Experience: GS-0858 staff engineer or a supervisory biomedical engineer with 5 years experience

Physical Requirements: No special physical exertion or lifting is required. Work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk or participating in meetings, etc.
