Duties
Applying Total Force Integration (TFI) experience, analyzes, develops, and evaluates issues, and develops and coordinate planning products and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command strategic planning division and TFI branch.
Documents TFI planning decisions in appropriate formats to meet Air Force and Major Command requirements.
Actively participates in TFI planning to improve organizational direction and focus using TFI planning tools and techniques.
Prepares and delivers oral presentations such as briefings training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to accomplish and integrate Air Force TFI planning and execution actions.

- A bachelor's degree is desired.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI)

- Experience in TFI planning and execution, to include AF Reserve Command and Air National Guard structure and functioning highly desired.
- This is a Centrally Managed position in the Operations career field

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. I have one year of specialized experience equivalent to the GS-12 level (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) which includes expert knowledge of the Air Force TFI planning, execution, and monitoring process and its associated task orders and databases. Expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development, and/or improvement of critical command TFI plans and products for conducting all aspects of TFI planning, execution and monitoring.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the generation, assessment and improvement of command level TFI plans and processes required to generate such products as Initiative Review Worksheets and all other TFI planning and execution documents and deliverables.
Knowledge of Air Force and command program goals, objectives, and requirements, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in the overall program planning and execution of military operations and evaluations. Knowledge of the relations of the various Air force entities involved in overall planning and execution of military operations and evaluations.
Knowledge of the application of Air Force airpower, nuclear and global strike expertise as it applies to assigned programs and assigned weapons systems.
Skill in designing and conduction comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of TFI planning and execution in a major command program.
Ability to plan, organize, and negotiate effectively with the senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relationships across a wide variety of personnel, agencies, and organizations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for tope management use of decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
