This position serves as the Administrative Officer and organizationally titled Director, Business Operations within the Digital Health Office (DHO). The employee is tasked with various administrative program responsibilities both within headquarters such areas as financial management, acquisition, material management, central business functions, communications, and administrative compliance.
Duties
Major duties include but are not limited to:
Functions as a supervisor within Business Operations and is the primary advisor to the Chief Digital Health Officer and Deputy Chief Digital Health Officer on matters of budget, finance, acquisitions, communications, correspondence, and human resources through the established support service providers.
Responsible for assisting the Chief Digital Health Officer and Deputy Chief Digital Health Officer and various administrative program officials both within Headquarters and in the field, serving as an expert advisor to the Chief Digital Health Officer and Deputy Chief Digital Health Officer for administration and management and improvement of DHO programs.
Serves as the principal responsible management official for the administrative elements of DHO Program. In this role, the incumbent develops and communicates analytical and practical guidance on administrative aspects of DHO programs, publications, directives, plans, systems, and procedures by which DHO operates.
Rationalizes, administers tracks and manages DHOs budget, conducts complex, cross-cutting studies and analyses, as well as reviews and comprehensively analyzes data that may benefit the organization's ability to provide the highest quality healthcare and services to Veterans.
Evaluates federal policies, programs, directives, and procedures to identify barriers and challenges. In addition, the office is responsible for implementation of programs and policies developed in the VA and VHA.
Serves as trusted advisor and consultant to DHO's program leadership staff developing direct relationships with numerous SES level leaders.
Oversees the daily operation of the Business Support Office functions, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Develops the work plans, and plans work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Mastery of and experience in applying a wide range of advanced workforce strategic principles, concepts, and procedures sufficient to provide expansive management consultation on the full spectrum of support services to senior leadership.
Expert knowledge of program-level budget formulation, execution, and justification and contract management
Knowledge of and experience in oral and written communication to present findings, prepare legal and case documents, provide concise recommendations to senior-level officials, and provide guidance on congressional requests.
AND
GS-15 Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience managing administrative operations for a program to include budget formulation and execution, administering personnel management, procurement and contracts, and property management.
Experience interpreting and implementing financial, contractual, and administrative regulations; developing and implementing policies, practices, and reporting systems to manage and/or improve organizational needs/barriers.
Experience formulating long- and short-range strategic and operational plans for administrative management matters.
Experience working with diverse internal and external stakeholders, government agencies, and other entities to execute program goals, projects, and initiatives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary but may involve periods of standing and walking in offices and similar environments. The work may require travel for short periods of time. May require some walking, bending, and light lifting. Travel may be required in the performance of duties and to attend meetings and conferences.
