Duties
Serves as a Supervisory IT Program Manager responsible for directing and overseeing the development and implementation of assigned project initiatives.
Conducts programmatic analysis of assigned projects and takes proactive measures to keep projects within cost, schedule, and performance targets.
Explores new approaches for software and associated tools and develops advanced management techniques relative to overall technical design and structure, ongoing support, maintenance, enhancements, migration, policies, and procedures.
Supervises and oversees personnel engaged in the development, integration, testing, support, and maintenance of programs related to information management and technology.
Duties require the knowledge, skill, and ability to analyze, design, develop, Information Technology architectures, systems, and services.
Supervises the efforts to modernize and innovate new governance processes and infrastructure to support low code applications and platforms.
Reviews and advises on preliminary design studies on new or improved items, IT systems as well as changes which may affect system characteristics.
Plans, designs, develops, tests, deploys, maintenance and customer support of Automated Information Systems (AIS), including logistics transaction processing applications, logistics metrics, and reporting processes and applications.
Oversees and performs risk management analysis, modeling, metric gathering/analysis and process development required to successfully identify program risks, risk levels, consequences of risk, deviations to consequences and mitigation strategies.

Qualifications
To qualify for a Supervisory IT Program Manager (APPSW), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Overseeing the planning, direction, and timely execution of information management/information technology related to low-code platform management and technical governance.
Managing the digital transformation and automation, requirements analysis, and/or project and solution definitions to meet business process modernization.
Developing and managing the project and program plans requiring cross-organizational coordination for technical solutions.
Interpret and apply guidelines in developing and implementing solutions to problems that are unique and outside the scope of current written guidelines.
Oversees and performs risk management analysis, modeling, metric gathering/analysis and process development required to successfully identify program risks, risk levels, consequences of risk, deviations to consequences and mitigation strategies.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
