You will serve as a QUALITY ASSURANCE SPECIALIST (MATERIALS & PROCESSES) in the Contract Oversight Quality Assurance Division, Quality Assurance Department, of PEARL HARBOR NSY AND IMF.
Duties
You will participate in managing and performing the evaluation, monitoring, auditing, and surveillance of quality systems,
special processes, and material controls.
You will participate in the development, implementation, and performance analysis of the quality systems to verify that products and services satisfy requisite quality requirements.
You will participate in the planning, developing, organizing, administering, evaluating, and managing a comprehensive Contract Administration Quality Assurance Program (CAQAP) for confirming quality systems conformance to requirements.
You will conduct CAQAP elements, which include but are not limited to, Procedure Review (PR), Procedure Evaluation (PE), Corrective Action (CA), Quality Data Evaluation (QDE), and Product Verification Inspection (PVI).
You will review work specifications and other technical work documents to ensure adequate quality requirements are specified.
You will Investigate customer complaints and deficiency reports and provide identification of causes.
You will participate in monitoring and evaluating the effectiveness of quality programs, developing new procedures, and proposing policy changes to improve program effectiveness.
You will provide contractor quality performance assessments to the Contracting Officer for use in determining future awards.
You will participate in pre-award surveys that evaluate contractor potential to fulfill terms of the contract.

- You will be required to successfully complete a pre-appointment physical examination.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing quality assurance audits or surveillances of quality systems and processes; analyzing quality data to identify deficiencies or negative trends; and generating report of findings to elevate quality program and contract compliance issues found during ship repair and modernization operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
- Successful completion of two full years of progressively higher-level graduate education leading to a master's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
