This position is part of the National Archives and Records Administration. The incumbent reports to the Complaints Program Managers providing technical expertise as the primary EEO Counselor pursuant to 29 CFR 1614 and MD 110. In addition to counseling allegations of discrimination at the informal stage of the process, the EEO Counselor will assist with processing cases at the formal stage of the process.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Equal Employment Specialist, you will:
Make inquiries into allegations from employees and applicants for employment alleging discrimination because of race, color, religion, gender, age, national origin, physical and mental disability, and reprisal, in the informal stage of the discrimination complaint process.
Maintain an electronic record of each case and periodically briefs the NARA Complaints Program Manager.
Plan and conduct reviews of organizational trends and present findings and recommendations to the EEO Complaints Program Manager and the EEO Director as required.
Brief management, employees, and union officials on EEO programs goals and objectives to ensure the information is communicated in a clear and accurate way.
Conduct comprehensive reviews on Reports of Investigations to ensure there is sufficient information to make a proper determination on EEO claims.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
Providing technical guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, and requirements; AND
Conducting training regarding the interpretation and implementation of Equal Employment Opportunity (EEO) and other nondiscrimination laws.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
Providing technical guidance addressing Equal Employment Opportunity (EEO) statutes, regulations, guidelines, and requirements.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
Combination of experience and education: This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.
