You will serve as a Resource Management Director located in the Resource Management Division (Code 1100A) Corporate Operations Department (Code 1100),of MID ATLANTIC REGIONAL MAINTENANCE CTR (MARMC).
Duties
You will serve as the Corporate Operations Resource Management Director and supports the Corporate Operations Director (GS-0301-15).
You will provide quality customer service as strategic partners to both internal and external customers in all areas of Human Capital Management as it pertains to Civilian and Military Manpower/Manning, Administrative/Personnel Support, and Training.
You will serve as the senior advisor on all operational issues related to military and civilian personnel for the command including leadership, human resources, recruitment and hiring, employee recognition and position management.
You will oversee the generation, modification, distribution, and dissemination of command administrative letter, messages, and awards.
You will oversee the command's military and civilian training functions related to command education, NAMTS, mandatory and voluntary training, courses, recruitment fairs, and travel.
You will plan, develop, and set long range and short-range plans, work schedules, and assign work to subordinates.
You will approve personnel actions and related expenses such as timekeeping, overtime, training, travel, and promotions.
You will manage services that are essential to supporting the goals and objectives of the command's mission.
You will be responsible for formulating and administering command-wide policies regarding customer personnel services.
You will be experienced in Labor Relations, Employee Relations, Union Negotiations, Equal Employment Opportunity, and Diversity.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Overseeing business performance of a major organization or command.
Leading changes in an organization's culture by influencing, motivating, and challenging senior leadership within an organization.
Directing strategic business thinking and subsequent planning and operations, ensuring they are in sync with an organization's mission and objectives.
Providing expert leadership and managerial skills to advise other senior managers regarding operational policies encompassing people, budget, and processes.
Providing direction for a major organization or command through expertise in strategic thinking, business analytics, planning, resource management, policy oversight, command-level or organization-level oversight, and supervision.
Demonstrating knowledge in in Labor Relations, Employee Relations, Union Negotiations, Equal Employment Opportunity, and Diversity.
