About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, Fort Meade, MD.
Duties
Providing advice and guidance on contract acquisition management requirements, development and administration.
Recommending and establishing new contract acquisition strategy to satisfy intelligence requirements.
Maintaining and monitoring monthly contractor and Government reports.
Researching, establishing and maintaining a detailed data base for the US Army Counterintelligence Command (USACIC) and subordinate command’s contracts by individual delivery/task order.
Performing analysis on the status of funding, burn-rates, contractor manning levels, actual services and functions performed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Travel will be required (CONUS/OCONUS) 25% or less than the work schedule.
- May be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
