This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Division of Policy, Analysis & Planning (DPAP). As a Health Insurance Specialist, GS-0107-14, you will serve as the technical advisor and provides expert consultation to Medicare Drug and Health Plan Contract Administration Group (MCAG) and CM leadership.

Duties

Develops and performs reviews and analysis of Medicare Advantage (MA) and other private health plan policy and quality measurement and improvement efforts. Conduct health plan policy studies that result in the development, evaluation, and implementation of Medicare managed care policy. Lead the review and analysis of legislative proposals to facilitate the operation and other program improvements of the managed care and fee-for-service choices. Provide oral and written technical advice on Medicare Advantage and PACE legislation to independently formulate and analyze Medicare issues centering on MA and other private health plans' program policies. Advise the Division Director and/or Deputy Director on policies, procedures, law, and critical issues, orally and in writing, that have a major impact on health plans under CMS purview.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Analyzing, developing and interpreting policy and program operations; 2) Providing technical advice on issues that affect program operations, state and local governments, and private health care organizations; AND 3) Managing project requirements, tasks, and schedules of projects in order to maintain quality assurance and timeliness of project objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
