You will be the senior civilian official responsible for leading and directing operations that provide resources for the procurement and sustainment of systems acquired in support of the Warfighter through financial, comptroller, audit, and workforce management policies, processes, and technology to support the mission of Marine Corps Systems Command (MCSC), the Marine Corps Tactical Systems Support Activity (MCTSSA), and affiliated Program Executive Offices (PEO).

Duties

You will serve as a member of the Command Executive Steering Group, Personnel Policy Board, Risk Management Council Chair, Resource Management Competency Lead. You will represent the Command in discussions with senior leaders across the Marine Corps, Navy, Office of the Secretary of Defense, and Congressional staff. You will serve as comptroller/principal advisor with the full range of resource management responsibilities associated with the planning, programming, budgeting, and execution (PPBE) for Marine Corps ground and information technology programs. You will be accountable for audit/internal control review functions that include Financial Improvement and Audit Readiness for Military Equipment, OMS Ammunition/Non­Ammunition accounts, Military Equipment Capital Improvements, and IT. You will serve as command human capital management executive for the hiring, retention and personnel management of acquisition certified civilians across the Marine Corps and be responsible for Acquisition Workforce Training and Personnel Management. You will oversee the Management Control Activity responsible for the accountability, administration, and internal controls of government property acquired by MCSC and PEOs to ensure fiscal/physical Property Accountability, Visibility, Auditability.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Financial Management Series, 0505 - Basic Requirements for Positions with Accounting Responsibilities
This position involves professional accounting responsibilities that require professional accounting knowledge. Applicants must meet the minimum qualification requirements for the Accounting Series, GS-510 (see below).

Accounting Series, 0510 - Individual Occupational Requirements
A. Successful completion of a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

A master's or advanced degree is highly desired.
