You will serve as a SUPERVISORY FINANCIAL MANAGER in the Marine Corps Systems Command of MARCORSYSCOM.
Duties
You will supervise personnel in the resolution of complex financial and accounting issues and assist program office personnel in dealing with and resolving complex financial problems.
You will identify, analyze and resolve highly complex problems using data from multiple financial sources.
You will work with financial management analysts in managing the financial aspects of Major Defense Acquisition Programs (MDAP), various programs with Acquisition Categories (ACAT), Foreign Military Sales (FMS), and joint programs.
You will perform a full complement of budgetary and financial functions as they relate to the budget/financial process and phases to include budget programming, budget formulation and budget execution to include accounting and auditing.
You will advise in the areas of Planning, Programming, Budgeting and Execution (PPBE) process to include fiscal/appropriation law; Research, Development, Testing and Evaluation and Operation and Maintenance (O and M) appropriations.
You will plan work for subordinates, set and adjust priorities, establish deadlines, evaluate work performance, and give advice or instruction to employees; identify developmental and training needs for employees.
You will assist program office personnel with effective and efficient advice in the area of ammunition planning and execution.
You will develop strategies for planning and implementing financial policies, procedures, and management controls to fulfill multi-year objectives for a program with organization-wide impact.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supervising personnel in the resolution of complex financial and accounting issues, and providing personnel management.
