About the Position: As a Financial Management Analyst, you will serve as the Defense Travel Administrator (LDTA) for the organization overseeing the Defense Travel System, and financial management, budget, accounting and automated resource- management systems. This position is located at HQ FORSCOM in Fort Liberty, North Carolina.
Duties
Oversees the functional use and maintenance of DTS, analyzes problem areas and develops policies for program effectiveness.
Solves travel issues, determines accurate information is entered on travel databases, tables and certifications, and identifies training requirements.
Oversee day-to-day activities and system operations (e.g. personnel data download and review, business process analysis, DTA training and Defense Accounting and Disbursing System, and Commercial Travel Office (CTO) connectivity).
Oversees traveler profiles, data, reports, budget and document flow procedures in DTS including all technical, administrative and/or operational problems and conflicts.
Resolves systematic issues and/or problems involved in the fielding process, software installation, and connectivity establishment of organizations, groups, routing list, and setup of user files.
Oversee a training program for subordinate users, Authorizing Officials, Certifying Officials ensuring Accountable Officials and Certifying Officials have been appointed in writing.
Trouble-shoots problems, develops processes for reporting, oversees help desk tickets and determines the root cause of the problem, and ensures ticket problems are solved.
Coordinates with the Debt Management office for the collection of DTS traveler debts and identifies system problems, finds alternate solutions, and recommends corrective actions.
Ensures correct budgetary obligations are processed in the General funds Enterprise Business System (GFEBS) and manages Government Travel Card (GTC) program and users who have problems paying bills timely.
Provides professional accounting services, advises CORPS/DRU financial managers on appropriated and reimbursement policies and systems requirements necessary for the integrity and accuracy of all documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Term position scheduled to last 2 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Must obtain and maintain a Financial Management Level 2 Certification. Selectee is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain this certification within the required time may subject the selectee to adverse action.

Current Department of Army Civilian Employees
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes managing the Defense Travel System, and other financial management, accounting, budget, and resource management systems; AND advising managers on changes in policy and program operations, and identifying trends in receipts, obligations, and expenditures of travel activity, and determining root causes of program issues and to include developing internal management controls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
