Duties

You will formulate budget and estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities. You will review and evaluate budget requests. You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations. You will provide advice on effective and efficient methods for acquisitions and use of funds to support the organizations programs and activities.

Requirements

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: formulating of budget and cost estimates to support plans, programs and activities, review and evaluate budget requests, and reporting of obligations and expenditures; and developing, determining and interpreting of budgetary policies and practices. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
