Duties
PRIMARY PURPOSE: To serve as Deputy Chief, Functional Authority Branch in HQ AF/A10-P providing support to the overall health and effectiveness of all career fields that perform nuclear deterrence operations.
DUTIES:
Develops enterprise-wide Nuclear Enterprise Human Capital Functional Authority guidance for Nuclear Enterprise stakeholders.
Works with the Division Chief in planning, organizing and overseeing the activities of the Branch. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of nuclear-related functions and activities.
Represents the Assistant Chief of Staff, Strategic Deterrence and Nuclear Integration at higher levels within the organization and at conferences with HQ USAF, DoD, and other agencies.
Develops and recommends policy to ensure that the organizational strategies are properly planned, programmed, executed and independently evaluated to ensure they promote clear Air Force nuclear focus and ensures strong advocacy and stewardship for nuclear weapons and nuclear systems.
Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

- Bachelor’s degree required; advanced degree in related career field highly desired.
- Graduate of military professional education programs or civilian equivalent level professional certifications.
- Knowledge of Air Force Nuclear Deterrence Operations, doctrine, organizational constructs, and associated weapons systems is highly desired
- Conduct process and analysis relating to nuclear planning, transformation, future concepts and capability requirements.
- Develops innovative solutions and implements instructions for new policies and procedures.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- There is occasional contact with congressional offices or the General Accounting Office on specific claims or protests.
- Must be able to work outside normal day working hours and on weekends.
- Travel via commercial and/or military modes of transportation may be required.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical organizational plans and programs participating in or conducting major operations such as mission, tactical training, deployment, mobilization, Planning, Programming, Budgeting, and Execution (PPBE), special operations, contingency or similar operations; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as they relate to actual events; knowledge of nuclear maintenance/logistics, security and facility (to include Weapons Storage Areas (WSAs)) regulations, plans and programs; and knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
Knowledge and ability developing sustainment profiles of specific skill sets required within a larger job series or military specialty.
Skill and experience in higher staff positions performing operations research and critical analysis of effects personnel policies.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports for top management use and decision-making.
Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements. Ability to apply nuclear-related background, knowledge and experience to complex issues facing the nuclear community. Ability to assess the status and build products that enable A10 to advocate and explain the important role of the nuclear deterrence capability, the importance of reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of nuclear to the strategic deterrence posture.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
