The primary purpose of this position is to serve as the manager of Air Force Activity Management Plan (AFAMP) and Air Force expert for enterprise-wide portfolio investment analysis.
Duties
Manages an AFAMP process, a long-term forecast of installation investment requirements for installation complexes across the AF, utilizing asset management principles (AM).
Responsible for enterprise-wide Portfolio Management (PFM) that includes complex analysis and centralized management of requirements, projects, opportunities, or programs based on numerous key characteristics to achieve an approved level of service based on Air Force Common Output Levels of Service (AFCOLS) at an acceptable cost, in support of the mission. I
Integrates AF enterprise-wide (built and natural asset) portfolio management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements
Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.
Represents the organization at executive levels within the Government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert experience managing portfolios for investment analysis. Experience providing comprehensive planning framework to enable strategic and short-term planning for installation complexes. Experience representing a large organization in the development of comprehensive community planning strategies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the concepts, theories, policies, and procedures of one or more of the following professional fields:
Architecture, biological science, or physical science
Environmental, civil, mechanical, electrical, fire protection, or general engineering
Community planning including Noise analysis and Air Installation Compatible Use Zones
Knowledge of asset management principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures.
Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
Knowledge of business accounting and financial management principles and procedures.
Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.
Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
