The primary purpose of this position is to analyze Air Force enterprise-wide installation complex data to determine the best investment strategy for Air Force built infrastructure assets in support of the Installation and Mission Support Center, Secretary of the Air Force, HQ USAF, MAJCOM, and installation commanders.

Duties

1. Enterprise Planning: Develops standard planning (methodology and tools) and provides support to installations, MAJCOMs, and AFIMSC on installation complex planning to determine the highest and best use of an installation's built and natural assets. 2. Plans, programs, and manages Air Force Enterprise Planning, Installation Planning, and Basing Analysis Support programs and program related data. 3.Strategic Program Analysis: Develops strategic goals and plans for accomplishment. 4.Communicates critical issues to staff agencies, installations, and superiors.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Or COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicant meets the basic education requirements and has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to the GS-12 grade level or equivalent in the Federal service. This specialized experience includes, but is not limited to collecting, interpreting, and analyzing data to develop enterprise and unique planning and investment strategies for infrastructure assets; developing and presenting recommendations for courses of action; formulating comprehensive installation, area, and site planning guidance, procedures, and policies; preparing short and long range fiscal budgets a when needed recommends solutions for planning challenges; and managing projects to completion within contract cost, schedule, and budget. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of principles, concepts, and techniques of all community planning activities and civil engineering missions, polices, and objectives. 2.Professional knowledge of engineering an/or planning principles, methods, and Air Force investment processes for the development of an installation and public complex. 3.Thorough knowledge of Air Force Encroachment management (AFEM), Air Installation Compatibility Use Zone (AICUZ) and Noise Programs. 4. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning design, operation, maintenance, repair and upgrade of installation building development and natural infrastructure. 5.Skill in communicating ideas orally, in writing, or by means of sketches drawings and other computer software tools (i.e. CADD, GIS) the mission and goals of the installation as related to community planning decisions and practices. 6.Skill in defining project requirements and managing projects to completion within the contract schedule, budget, and scope. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
