The primary purpose of this position is to serve as the Subject Matter Expert (SME) and lead Air Force consultant for Encroachment Planning, ensuring modernization and fielding of programs to promote land uses compatible with Air Force missions throughout the installation complex.

Duties

1. Serves as the Air Force Encroachment and Compatible Use Planning SME and is the final technical authority for matters relating to encroachment, land use compatibility, and mission sustainment planning programs and issues. 2. Provides consultant services to the Air Staff, AFIMSC, PSUs, MAJCOMS, and bases. 3. Prepares technical articles, technical letters, guidance, training, and other official publications and forms of information transfer for the Air Force regarding Encroachment Planning and Compatible Use Programs. 4. Researches and develops recommendations relating to the Air Force's Encroachment Planning and Compatible Use Programs.

  • Master’s degree and registration/certification in technical discipline is desired. Ten years of installation, MAJCOM, FOA, Air Staff or private industry experience is desired.
  • Work frequently requires travel away from the normal duty station. The employee must be willing and able to travel on military and commercial aircraft.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes I meet the basic education requirements for the GS-0020-14, and I have or will have within 120 days of closing of this announcement, one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or equivalent in other pay systems. Specialized experience includes development, interpretation and implementation including problem resolutions concerning encroachment; provides guidance on community planning and evaluation; creates and implements policy requirements; provides assistance and technical guidance on congressional briefings; utilizes and creates publications and manuals while establishing federal standards. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the concepts, principles, practices, standards, methods, techniques, and materials associated with encroachment and compatible land use planning, airfield/airspace planning, and operational noise programs. 2. Expert knowledge of the legal drivers and regulatory requirements for the Air Installations Compatible Use Zones (AICUZ) program, operational noise program, Mission Sustainment Program (MSP), National Environmental Policy Act (NEPA), and Office of Secretary of Defense Compatible Use Program (CUP). 3. Expert knowledge of statistical methods, data management, and community planning programs, processes, and guidance. 4. Expert knowledge of planning, programming and budgeting cycles, financial systems and restrictions on the expenditures of funds 5. Expert knowledge of standard contracting regulations, practices, and procedures. 6. Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, present issues and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
