The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, exercising control over nonsupervisory employees. Provide supervisory oversight on all matters pertaining to the program activities and on feasibility of and impact of plans, policies, and decisions.

Duties

Plans, organizes, and directs the activities of Division ensuring that CE IT programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the organization with a variety of installation and functional area organizations. Manages CE IT System integration activities.

  • Recall to duty may be a requirement of this position; overtime and/or emergency overtime may be required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days will have, at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes using the concepts, principles, procedures, regulations, laws, and instructions applicable to civil engineering and information technology support; provides technical and functional assistance with supervisor in regard to subordinate employee's; ability to work with technical advisors to develop and prepare and/or execute programs, policies, procedures; business accounting and/or financial management principles and procedures. Note: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In depth knowledge of a wide range of Civil Engineer (CE) functional business processes and mission; skill in applying knowledge to the development of CE Functional requirements to develop critical changes to CE Information Technology Systems to support mission requirements. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill in analyzing, managing, planning, and adjusting work operations, researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations for a large scale critical and complex program and the ability to communicate effectively, both orally and in writing, to include collaboration with a wide range of stakeholders. 5. Ability to provide direction, technical advice/expertise, and functional program management for critical large-scale Information Technology (IT) programs, ensuring that information technology integration matters comply with legal and regulatory requirements and meet customer needs. 6. Knowledge of planning, programming and budgeting cycles, financial systems and restriction on the expenditures of funds to include IT acquisition and compliance regulations, practices and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
