The primary purpose of this position is to exercise second-level supervisory and managerial authorities over employees assigned to the Business Systems Division (CBF) of the Business Information Systems and Mission Support Directorate, Air Force Civil Engineer Center (AFCEC), a Primary Support Unit (PSU) of the Air Force Installations and Mission Support Center (AFIMSC).
Duties
Plans, organizes, and oversees the activities of the Business Systems Division.
Exercises supervisory personnel management responsibilities.
Represents the Air Force Civil Engineer with a variety of installation and functional organizations.
Balances the interest of a variety of clients, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-0020-15 and have, or will have within 120 days of closing of this announcement, one year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Specialized experience includes analyzing complex operational issues and developing innovative solutions in coordination with internal and external agencies, prepares and/or executes programs, policies, procedures and activities; developing strategies and courses of action which directly guide the organization to meet mission goals and objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of CE functional business processes and mission and capabilities, products, and organization of AFCEC; skill in applying knowledge to the development of CE functional requirements to develop critical changes to CE IT systems to support mission requirements and provide customers (e.g., installations, AFIMSC, AFMC, Air Staff, Major Commands, Joint Commands, Air Force Secretariat, DoD) responsive, flexible
full-spectrum installation engineering services.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of Planning Programming Budgeting and Execution (PPBE); installation, Major Command, Joint Command, and Air Staff financial systems and restrictions on expenditure of funds to include IT acquisition and compliance regulations, practices, and procedures; and standard contracting regulations, practices, and procedures.
4. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how Air Force programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; ability to provide direction, technical advice/expertise, and functional program management for critical large-scale IT programs, ensuring IT integration matters comply with legal and regulatory requirements and meet customer needs.
6. Ability to communicate, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
