About the Position: Incumbent will serve as a Management Analyst at primarily responsible for TDA manpower and management assigned to the Directorate of Resource Mangement (DRM)/ G-8, U.S. Fires Center of Excellence (FCoE) in Fort Sill, OK.

Duties

Review financial guidance to ensure adequate resourcing for manpower and equipment. Conduct workload analysis to determine manpower requirements. Conduct routine reviews and analysis of organizational Tables of Distribution and Allowances (TDA). Conduct cost benefit analyses to propose distribution of manpower authorizations. Program and document manpower and equipment requirements and authorizations on the TDA. Prepare correspondence for distribution to management. Perform all aspects of force management and financial management practices, procedures, regulations, policies, guidelines, and functions. Apply technical knowledge of Army financial and force management systems of record in the performance of duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that the employee be able to pass a background check. This position requires the incumbent to have a secret security clearance.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051,
  • Amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In order to qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes 1) Maintain a Civilian onboarding (Faces )to TDA (Spaces) in order to track manpower usage for missions; 2) Execute organizational and functional analysis studies to evaluate the efficiency and effectiveness of program operations; and 3) Provide guidance to customers to help identify and resolve civilian Faces to Spaces issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Superior Academic Achievement:
Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.)
- Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;
