You will serve as a Supervisory Human Resources Specialist in the Workforce Programs Department, Fleet Forces Human Resources Office, Portsmouth Naval Shipyard, Kittery, ME.
Duties
You will manage the Federal Employees' Compensation Act (FECA) program, HR Development, Performance Management, and leave functions of the Navy for Portsmouth Naval Shipyard (PNSY) and Detachment San Diego.
You will manage the DoN's FECA program including supporting programs such as: Return to Work Program, Light Duty Program, Ergonomic Program, Health Awareness, and Investigation Program.
You will provide guidance to the Injury Compensation Program Administrators (ICPAs) in the resolution of complex issues involving separation disability, disability retirement, vocational rehabilitation, return to work, and other related processes.
You will maintain contact with OSHA staffs, Navy medical officers to obtain prognosis/determine employability, private physicians for second opinion medical evaluations, and Rehab Counselors to coordinate job placement/retraining of injured workers.
You will coordinate with the OCHR Injury Compensation Operations Manager to determine the most effective course of action with ultimate objective to return employee to safe and productive employment as soon as possible and resolve fraudulent claims.
You will refer suspicious or questionable claims to an investigative unit expeditiously for resolution.
You will manage a broad training program which is responsive to immediate and long-range needs and goals of the serviced organizations and ensure HRO staff at all levels complete the DoD mandatory training.
You will manage a comprehensive performance management program, including supporting programs consisting of performance appraisals (DPMAP), incentive awards, and addressing poor performance, etc.
You will manage leave programs, including Family Medical Leave Act (FMLA), Paid Parental Leave (PPL), Voluntary Leave Transfer Program (VLTP), Questionable Sick Leave (QSL) and Letters of Requirement (LOR) for sick leave.
You will assign work, provide technical guidance, personnel management, performance management, position management, oversee training, recommend promotions, approve leave, recommend awards, resolve disciplinary issues, and administer EEO policies.

Qualifications
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following:
Experience providing management consultative services for a wide range of Federal civilian human resources regulations, covering the interrelationships applicable to the Federal Employees' Compensation Act (FECA), performance management, workforce development, and leave administration to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex issues.
Experience with civilian personnel principles, concepts, legal requirements, and methodology to gather facts, respond to questions, ensure regulatory compliance, and provide advisory services.
Experience communicating in person and in writing sufficient to prepare written materials such as point papers, instructions, correspondence and reports, and deliver significant briefings and presentations to policy-making officials or to senior commands.
Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
