About the Position: Serves as Human Resources Specialist (Military) with Adjutant function for the Army Sustainment University (ASU) a brigade equivalent organization. Provides the ASU President (Senior Executive Service), the ASU Commandant (O-6), and Battalion Commander (O-5) advice on procedural and regulatory requirements and makes decisions and recommendations based on policy and precedents
Duties
Advise superiors on matters pertaining to laws, regulations, policies, and procedures to assist them in program management.
Analyze military personnel human resource management programs to improve operations and ensure regulatory compliance.
Identify customer needs or problems to take appropriate action in accordance with regulatory guidance.
Interpret personnel policies, standards, and guidelines to assist customers with questions.
Provide regular administrative reports to keep command or higher headquarters informed of changes with military personnel actions.
Adapt applicable guidelines to meet the unique staffing, management, and mission requirements of the organization.
Conduct detailed planning to determine the data requirements and process to be used for assessing a complex military human resources problem.
Provide all levels of leadership with options to ensure effective operation of assigned military human resources program.
Analyze military strength data by forecasting gains and losses to brief command leadership on projected military personnel needs.
Apply military personnel regulations to solve complex military personnel management issues.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes experience applying military Human Resources regulations, policies, practices, to management programs such as officer/enlisted personnel actions, military orders, military leave program, military awards, rating schemes, military personnel utilization, strength accountability/reporting; experience utilizing automated Military Personnel and management systems to process reports and actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
