You will serve as a FINANCE MANAGER DEPUTY in the Finance Department (Code 600), Mid-Atlantic Regional Maintenance Center (MARMC), of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will administer the command's travel and purchase card functional areas. You will release reports and sign correspondences. You will interpret higher authority policy and guidance and establish command wide financial management policies and procedures, evaluating their effectiveness after implementation.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience directing financial management programs that facilitates the effectiveness, efficiency, and productivity of the command's primary mission in support of the national defense effort. Experience implementing and managing financial operations of the command. Experience managing and integrating the command's budget and accounting functions. Experience planning, directing, and coordinating financial operations as well as formulation and application of financial policy. Experience interacting with other activities within the Department of Defense to perform comparative analysis of Mission or Working Capital Fund requirements. Experience developing policies and procedures and providing full oversight for programs including, but not limited to, the Government Travel Card, Defense Travel Program, Government Purchase Card, Vendor Invoicing and Payments, Budget Formulation, Budget Execution, Payroll, Labor Analysis, Financial Analysis, Financial Internal Audit Readiness (FIAR), and Accounting. Experience providing guidance to all areas of the command, including several GS-15 level Department Heads and union officials, on matters of pay, leave, and travel.
