You will serve as a FINANCIAL MANAGER in the COMNAVSURFLANT.

Duties

You will serve as entity chief with responsibility for the work of assigned personnel. You will perform the full range of supervisory and managerial responsibilities either individually or through the subordinate supervisor/team leaders. You will assign work to functional staff members in accordance with established organization mission and functions, workload fluctuations, and personnel availability. You will develop, coordinate, and publish financial regulations, directives, and procedures and provide guidance on their impact on the financial management process. You will direct analysis of financial program accomplishments, funding requirements, and resource utilization for all serviced activities. You will establish and maintain the internal control program for financial systems and programs. You will advise management and serves as the technical expert on the financial aspects of COMNAVSURFLANT matters. You will develop, coordinate, and maintain an integrated system of financial staff services including at least accounting, budgeting, audit, and management-financial reporting. You will exercise effective control over the financial resources of the organization. You will coordinate and synthesize financial and management data so as to interpret the composite financial results of operations to all levels of the organization's management. You will advise on, develop, coordinate, and carry out financial policies, procedures, and plans. You will review, analyze, evaluate, and report upon program accomplishments in financial terms.

Requirements

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-15 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and expert level knowledge of DOD/DON Fiscal Law/Financial Management Regulations and understanding of the verification of proprietary use of funds and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations. Experience utilizing Financial Improvement and Audit Readiness (FIAR) standards when performing assigned duties. Experience providing managerial reports on the recurring budget, accounting, and financial reports as well as program operation evaluation and statistical reports and other work performance type reports, both regular and one-time in nature. Experience and expert level knowledge and understanding of the Planning, Programming Budget and Execution (PPBE) processes. Experience managing all aspects of budget execution and accounting and assuring fund availability and budget execution status is accurate. Experience managing development of executable budget plan and budget exhibits and experience participating in the management process by analyzing results of operations and providing advice, assistance, and guidance on alternative resource management practices which may result in shifting resources, avoiding uneconomical practices, and modifying program direction. Experience and executive-level knowledge of programs planning, maintenance and operations to include expertise or related policies and the ability to develop new policies and procedures for implementation at the flag level.
