You will serve as a COMMANDER NAVY INSTALLATIONS COMMAND COMPTROLLER in the FINANCIAL MANAGEMENT DIRECTORATE (N8) of COMMANDER, NAVY REGION MIDLANT, NORFOLK.

Duties

You will advise senior leaders on the allocation of financial resources for an organization. You will manage a workforce through supervisors who oversee projects and programs assigned to a division. You will direct all financial management programs (e.g., budget formulation; review and execution; accounting, financial reporting) to promote the economy and efficiency of financial resources. You will interpret the intent of financial statutes, agency regulations, and financial management regulations (FMR) to provide guidance concerning accounting, budget and financial actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Frequent travel is required to attend meetings, conferences and briefings in such places as Washington, DC and other locations around the world.
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying budget execution processes and policies when ensuring financial management programs meet operational, functional, and programmatic goals and objectives. 2) Managing workforce based on organizational goals, staffing needs, employee development, and performance management. 3) Utilizing, interpreting and extracting data for Financial Improvement and Audit Readiness (FIAR). 4) Serving as the technical financial advisor/Subject Matter Expert (SME) to reconcile differences and to effect a successful conclusion on complex problems.
