Duties
You will assist the Comptroller in the direction, development, evaluation, implementation of all policy, procedural operational and administrative functions concerning the financial plan for Military Sealift Command (MSC).
You will advice on all financial management matters including budgeting, accounting, funds certification, financial systems, requisitioning, receipting, accounts payable, CFO compliancy and internal controls.
You will establish policies and procedures relating to comptroller matters consistent with the basic policies of Department of Defense (DOD) and the Department of the Navy (DON) and the U.S Transportation Command (USTRANSCOM).
You will provide and coordinate a command wide program for efficient, economical and effective financial management control.
You will develop accounting and other financial reports and performs appropriate analyses and evaluations of such data for management purposes.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Formulating/executing the Working Capital Fund (WCF) in a large/complex organization
Implementing policy/procedural functions concerning the financial plan for an organization on a worldwide basis.
Advising senior leadership on financial management matters including budgeting, accounting, funds certification, financial systems, requisitioning; receipting, accounts payable, CFO compliancy and internal controls.
Developing financial reports to analyze/evaluate data for management purposes.
This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
