Duties
The primary purpose of this position is: To serve as Division Chief exercising second level supervisory and managerial authorities over the Resource Integration Division. Responsible for advocating for capabilities across the DoD in support of USSPACECOM operational requirements. Serves as Command focal point for all legislative issues and engagements affecting USSPACECOM.
Exercises supervisory personnel management responsibilities at least 25% of the time.
As Division Chief plans, organizes and oversees the activities of the assigned Division within the J8 Directorate.
Establishes, develops, and maintains effective working relationships with managers and decision-makers internal and external to USSPACECOM.
Directs and orchestrates the advocacy for CDR USSPACECOM's required capabilities as per the division structure within the Capability and Resource Integration Directorate.

Position designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: I have at least one (1) year of specialized experience equivalent to at least the NH-03 equivalent to the next lower grade (GS-13) (may have been obtained in the federal service, military, or private sector). Specialized experience include expert within their functional area; heads of branches or divisions; or key program administrators. Mastery knowledge of DoD Planning, Programming, Budgeting and Execution (PPBE) system, its process, products, terminology, guidance documents and application to Combatant Commands. Extensive knowledge of Congressional, DoD, and Service financial procedures, regulations, precedents, policies and guides.
For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of DoD Planning, Programming, Budgeting and Execution (PPBE) system, its process, products, terminology, guidance documents and application to Combatant Commands, Extensive knowledge of Congressional, DoD, and Service financial procedure, regulations, precedents, policies and guides. Knowledge of safety and security regulations, practices, and procedures.
Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; JCIDS; and PPBE with detailed knowledge of the Joint Capability Integration and Development System (JCIDS) processes, products, terminology, documents, and application to Combatant Commands.
In-depth knowledge of DoD procurement processes wide range of cost and economic analyses principles, techniques, and practices, especially activity-based costing and management of operations and support functions.
Highly skilled in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program.
Ability to plan, organize, and direct the functions and mento, motivate, and appraise the staff of an organization through subordinate supervisors with advance communication skills to effectively present information, both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relationships. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
