About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence, Fort Meade, Maryland.

Duties

Serves as one of the Command’s points of contact (POCs) with national outreach units as well as with senior US Government and Washington, DC based foreign embassies to identify upcoming interactions with representatives of allied foreign nations. In collaboration with the Chief of Protocol, make optimal use of the Command’s available resources, participates in the analysis required to schedule calendar events involving VIPs, foreign visitors, and external program partners. Participates in efforts to identify and obtain resources necessary to plan for and effect the visit. Coordinates with cognizant internal team members to assure their complete understanding of responsibilities in support of planned events. Positively confirms the ability of all identified team members, especially those outside the direct chain of command (e.g., NSA campus access control authorities) to achieve these requests for visit support. Serves as the Subject Matter Expert (SME) on protocol policies, procedures, and standards. Briefs senior leadership when facilitating interactions of a sensitive nature with high-ranking representatives of the Command’s external cyberspace program partners. Serves as an advisor to protocol elements and high-ranking program managers regarding their handling of protocol issues unique or particular to the cyberspace program community.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain Top Secret/Sensitive Compartmented Information access and complete a counterintelligence scope polygraph.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. TDY may be required. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
