You will serve as an Administrative Specialist in the 8.0 CORPORATE OPERATIONS Competency of NAVAL INFORMATION WARFARE SYSTEMS COMMAND.

Duties

You will serve as an Employee Relations Specialist and Civilian Awards Program Manager for NAVWAR. You will provide comprehensive civilian awards policy, guidance, and advisory support on the Civilian Awards portfolio to senior leaders, managers, and employees. You will develop and recommends policies, plans and implementation methods/actions concerning employee-management communications, grievances and appeals, employee counseling, and employee services. You will provide advice and assistance to employees, supervisors and officials on individual disciplinary and adverse action cases. You will provide counseling service to employees on complaints or inquiries not referred by employees to supervisors. You will deal with are often sensitive and serious (i.e. discrimination, moral etc.) requiring extreme tact, skill and technical knowledge in dealing with all persons or groups involved. You will develop and conduct training programs in employee relations for staff officials and all levels of management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide guidance, consultation, advice and assistance to managers, supervisors, and employees on civilian awards, grievances, appeals, adverse actions, employee discipline and other employee relations matters; assists with drafting updates to policies and procedures and making recommendations to leadership in regards to Employee Relations issues. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
