You will serve as the FINANCIAL MANAGEMENT ANALYST in the UWDC Arctic Submarine Lab of UNDERSEA WARFARE DEV CEN DET ASL.
Duties
You will formulate the budget and estimate to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will coordinate and analyze on all matters relating to the development of the five-year Program Objective Memorandum (POM) budget process.
You will support in all phases of the DOD Planning Programming Budgeting and Execution (PPBE) process.
You will perform cost analysis and devise negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, negotiating procurements, and execute the Arctic Warfare Program Budget.
You will manage and evaluate all financial obligation and expenditures for the command.
You will serve as the Government Purchase Card program (GPC) Agency Program Coordinator (APC).
You will serve as the Command Organizational Travel Administrator.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- May be assigned to remote work site in Alaska and exposed to extremely low temperatures.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
Experience in promoting the use of Federal Supply Schedules (FSS), General Services Administration (GSA) and other mandatory sources of supply.
Experience applying knowledge of US BANK and Program Audit Tool (PAT) interfaces.
Experience developing and implementing internal controls and auditing procedures to prevent waste, fraud and abuse.
Experience serving as a Travel Administrator and overseeing the Defense Travel System (DTS).
Experience serving as a Government Purchase Card program (GPAC) Agency Program Coordinator (APC).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
