About the Position: Serves as an Human Resources Specialist responsible for providing technical advice and guidance to senior leadership, managers and supervisors in areas of staffing, recruitment and placement, position management and classification, foreign labor, management and employee relations (performance management, benefits and entitlements, awards, permanent change of duty station), professional and leader development, and the processing of complex personnel actions.

Duties

Interpret classification standards/guides to reach appropriate classification decisions. Analyze classification standards and advisories concerning positions, position management and workforce restructuring. Provide authoritative advisory and technical guidance to agency stakeholders. Serve as the senior staff civilian personnel management advisor to Command stakeholders providing expert technical assistance. Develop regulations and policies on numerous human resources programs for the Command. Evaluate civilian human resources business processes, employment policies and historical practices to streamline and improve quality of services. Advise managers on appropriate staffing methods to meet their recruitment and placement needs. Advise management and employees on overseas entitlements such as position obligation, return rights, curtailments, extensions, and entitlements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: ClassificationOral CommunicationPersonnel and Human ResourcesStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
