About the Position: This is a Planned Management Action, an upgrade of an encumbered position. Serves as the principal Public Affairs Advisor to the Director and staff with responsibility for executing a public affairs program to support installation PAOs in efforts to message IMCOM mission.

Duties

Responsible for guiding installation Public Affairs Officers (PAOs) in promoting understanding of the mission, programs and activities. Keeps leadership informed on matters of public affairs interest and advises as to best courses of action. Ensures leaders are aware of current Army, Army Materiel Command, and IMCOM themes and messages. Responsible for guiding installation Public Affairs Officers (PAOs) in promoting understanding of the mission, programs and activities. Serves as the sole official spokesperson and primary contact for local and national media. Promotes effective working relationships with representatives of government, members of Congress, civic organizations and agencies, and with representatives of the media and partners. Develops new/revised public affairs program policies and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Current Civilian Employees of the Organization within the local commuting area In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes developing new methods, communication strategies and plans that cover the full spectrum of a strategic communication program; advising leadership on public affairs policies and procedures; developing communications approaches within an organization to increase public awareness/support of Command programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
