This position is part of the DSCA. The incumbent will be responsible for developing, coordinating, and promulgates Foreign Military Sales/Foreign Military Financing Program policies and guidances.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023.
As a Financial Management Specialist at the GS-0501-13 some of your typical work assignments may include:
Conducts comprehensive program analysis of country programs to develop internal controls that will ensure optimum use of financial resources, goals and objectives.
Provides policy assistance through all phases of the financial audit life cycle.
Provides expert advice to program officials and to accountants, budget analysts, and other specialists on financial regulations pertinent to systems efforts or program operations.

Qualifications
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Analyzing financial management relationships to develop recommendations for financial policy actions as it relates to programs such as, but not limited to, Foreign Military Sales (FMS), Foreign Military Financing (FMF), Security Assistance (SA) or Security Cooperation (SC)
Executing modifications to systems, programs, operations, and/or establishing criteria and other means to assess, investigate, or analyze a variety of unusual financial management problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
