This position is in the Office of the Associate Director (OAD), Surveillance Research Program (SRP), Division of Cancer Control and Population Sciences (DCCPS), National Cancer Institute (NCI), National Institutes of Health (NIH).
As Lead Program Analyst, the incumbent provides senior level analytical support to the Associate Director and other DCCPS officials and staff on broad and complex program issues and problems affecting the accomplishment of Division programs and functions.
Duties
As Team Lead, organizes the projects, distributes, and balances the workload of the team members on projects assigned to the team, keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established Program and Division priorities.
Serves as a lead program analyst and performs a variety of highly complex, very demanding program analyst assignments requiring a mastery of the application of qualitative and quantitative methods for the assessment and improvement of program implementation and effectiveness.
Manages administrative areas which includes budget and fiscal management, supply, service, and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, and space utilization.
Exercises broad responsibility as the primary contact for answering inquiries and provides a wide range of liaison services to support program and/or administrative functions, including the development and implementation of policies and procedures for the management and operations of DCCPS.
Requirements

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing guidance and oversight to other staff; providing analytical support for program issues affecting the accomplishment of organizational programs and functions; utilizing qualitative and quantitative methods to assess and improve program implementation or effectiveness; coordinating and providing support for program and administrative functions; and administering contracts and grants to support research programs.
