You will serve as a ENGINEERING TECHNICIAN (MECHANICAL) in the UEM PRODUCT LINE, BILLING & ALLOCATION-UTL BILLING SUPP ofNAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will perform technical engineering assignments covering utilities for all activities and have regional responsibility for the accuracy of monthly activity consumption. You will be the point of contact for steam, natural gas, and water meter technical data, installation design and procedures, and manufacturer recommendations. You will develop and review engineering estimates on both an ad-hoc and scheduled basis; initiates installation and removal of utility billing meters. You will compile, model, and assemble special utility drawings or maps showing existing metering and planned metering as needed for all Hampton Roads activities and assist with metering programs at all regional sites as required. You will develop engineering estimates for facilities during the interim periods of meter malfunctions, and you will aid activities in projecting utility budgets as necessary.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reading and interpreting construction drawings, blueprints, and Graphical Interface Systems (GIS) drawings in determining the location of utility connections and meters; 2) Analyzing, assembling, and interpreting utility billing data to produce consumption reports; 3) Projecting future utility usage to develop annual budgets; and 4) Performing all aspects in operating meters from the design to programming of meters to determine proper billing of utility services. Physical Demands: Office work involves standing, walking, bending, and moving items under 15 pounds (85% of time). Fieldwork requires walking, bending, climbing, and working around hazardous materials and wastes, and close examination in cramped conditions. Work in the field requires the use of personal protective equipment (PPE) to inspect utilities. PPE includes a hard hat, steel-toed shoes, protective goggles, and protective clothing. Driving between various installations is required. Work Environment: Work is typically performed in an office environment, however, incumbent required to visit work sites in the performance of duties. Visits to industrial work sites require the incumbent to wear the prescribed safety equipment. The incumbent may be assigned where certain potentially harmful physical and chemical agents are present, including but not limited to; fumes, dust, noise, heat, chemicals, etc. To ensure employee safety and health, NA VFAC Mid-Atlantic maintains personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, and use of personnel protective equipment.
