You will serve as a QUALITY ASSURANCE SPECIALIST in the INACTIVE SHIP MAINTENANCE OFFICE of NAVSEA INACTSHIPMAINTO BREM. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-05 and GS-11.

Duties

You will develop and execute Quality Assurance Plans for assuring Contractor compliance with the terms of the Contract. You will review and update assigned Quality Assurance plans on a semi-annual basis to assure all necessary changes are made. You will perform scheduled and unscheduled inspections of the Contract site for condition of vessels and effectiveness of the Contractor's quality control. You will assists in performing quality assurance evaluations of the Contractor's safety and environmental programs to include review and disposal packages. You will provide technical guidance and data to contractor to perform tasks outline by the Technical Direction Letters. You will coordinate the dry docking, facility (utility) installations, and other maintenance services with Naval Shipyard, Supervisor of Shipbuilding Conversion and Naval Facilities Engineering Command. You will provide forecast data on vessel, facility, and equipment maintenance to assist the Budget Analyst in preparing the annual report.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the NH-1 (GS-4) in the federal service or equivalent experience in the private or public sector in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a full four-year course of study leading to a bachelor's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.; OR
• A combination of experience and education as described above that equates to one year of experience.
