Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Budget Analyst, you will:
Plan, organize, and carry out a major, substantive budget for a significant program component, ensuring the effective integration of program and budget planning.
Perform analytical, technical, and administrative duties in the budgetary process including budget formulation and justification, presentation, and execution.
Develop resource distribution formulas and productivity improvement studies to advise management of possible choices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Performing a full range of budget oversight, control, and accountability for assigned areas, which includes budget formulation, execution, and justification of single and multi-year appropriations. AND
-Develops, tracks, researches, and presents a variety of special and recurring budget execution, analytical and financial reports, and documents for the management of program funds, as well as presentation to leadership. AND
-Maintaining up to date budget data and estimates that is in accordance with legal, regulatory and procedural policies.
Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Preparing budget estimates and justifications for review; AND
- Analyzing directives, circulars, and policies and advising managers; AND
- Monitoring budget execution, identifying options and recommending actions as needed; AND
- Preparing analysis and reports using automated financial systems.
Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
- Preparing budget estimates and justifications for review; AND
- Analyzing directives, circulars, and policies and advising managers; AND
- Monitoring budget execution and providing status updates to managers; AND
- Preparing reports using automated financial systems.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related
OR Combination: You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
