Duties

To direct the office of Human Capital Management, Directorate of Athletics at the United States Air Force Academy (USAFA). Responsible for the organizational effectiveness of workforce acquisition, management, and optimization with a comprehensive understanding of, and focus on, the distinct and complex needs of athletics in academia/education. Oversees the hiring, employment, development, and efficiency of Directorate personnel and support operations in accordance with AF, DoD, and Federal regulations/instructions, and the bylaws of the National Collegiate Athletic Association (NCAA), the Mountain West Conference (MWC), and other collegiate athletic associations and organizations. Accomplishes institutional research/policy analyses and prepares executive reports for the Directorate in response to USAFA, AF, DoD, Congressional, and higher education/NCAA inquiries. Responsible for the Directorate's talent acquisition, talent management, and talent optimization. Directs the development and implementation of human capital transformation strategies focused on talent development, organizational change, leadership development, employee experience, and talent transformation, while ensuring the distinct and complex needs of athletics in academia/education are met. Oversees the recruitment, hiring, employment, termination, and professional development of staff, including active-duty military, individual mobilization augmentees (IMAs), federal administratively determined (AD) civilian faculty members, and general schedule (GS) employees, as well as the Directorate's non-appropriated fund (NAF) and ANG/ ARC employment programs to create/manage a diverse and capable workforce in support of USAFA's physical education and NCAA Division I athletic mission. Serves as the primary government liaison to the Air Force Academy Athletic Corporation (AF AAC) on human relations matters. Manages the congressionally-legislated AD civilian faculty program, to include annual budget requirements for faculty recruitment, position advertisement, hiring, salaries, merit increases, fringe benefits, academic promotions, reappointment, and replacement costs. Manages the Directorate's performance appraisal and recognition programs, to include organizational, USAFA, AF, and DoD-level awards. Serves as the Directorate's liaison to the NCAA, MWC, and other affiliated collegiate athletic associations and organizations on all matters related to human resource management, including diversity/inclusion, equal opportunity, hiring, and payroll practices. Collaborates with others both within and outside the organization to identify and assess high priority requirements and implement the Directorate's human capital management strategy. Accomplishes numerous institutional research/policy analyses related to human capital management programs in response to USAFA, AF, DoD, Congressional, and higher education/ NCAA/athletic conference inquiries. Initiates and conducts research on and subsequent analyses of AF/DoD and higher education policy issues to assess impacts on faculty, athletic, and educational programs. Prepares manuscripts and/or reports containing the findings of research and scholarly studies to improve mission effectiveness/efficiency, resource stewardship, diversity/inclusion, and equal opportunity employment practices.

  • The salary shown is the minimum (Annual) amount to be paid and may be set higher commensurate with individual's qualifications and experience.

Qualifications

QUALIFICATIONS REQUIRED QUALIFICATIONS: Minimum requirement is a Bachelor's Degree and at least 5 years of experience navigating DoD, Federal Civil Service, Human Resources/Civilian Personnel Office (CPO) actions and experience with Air Force Manning and Program Objective Memorandum (POM). Must have 5 years experience working in Administratively Determined (AD), General Service (GS), and Non-Appropriated Funds (NAF) personnel actions. Successful candidates will have a strong commitment to undergraduate education and demonstrated administrative excellence. ACADEMIC DISCIPLINES: N/A DESIRED QUALIFICATIONS: Master's Degree and successful candidates will be those that have extensive knowledge of NCAA Division I by-laws, intercollegiate athletic administration, and have made significant contributions to the mission of the Air Force Academy or applicant's current/previous institution(s).

FOREIGN EDUCATION:
Education completed in foreign colleges or universities may be used to meet the educational requirements. However, you must show proof that the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying in the form of an "official" statement of U.S. equivalency from a Department of Education approved (non-federal) agency (i.e. AICE, NACES), who will complete a U.S. Standard of Education Conversion.
