Duties
Exercises supervisory personnel management responsibilities. Develops, modifies, and/or interprets performance standards. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation.
Management. Performs and manages all financial management services for the Directorate of Athletics and AFAAA. Ensures compliance with Department of Defense (DoD), Air Force and NCAA rules on revenue generation and expenditures for all Directorate of Athletics programs; ensures compliance with NCAA principle of Gender Equality (Title IX). Directs appropriated fund budget program in accordance with Air Force and Academy directives, guidelines and objectives. Manages non-appropriated fund budgeting, procurement and contracting, investments of funds, banking management, commercial credit and financial reporting systems for the AFAAA. Provides technical financial management advisory services to the Executive Director of Athletics, AFAAA Advisory Council, and other management activities. Identifies systemic and procedural problems and initiates corrective action. Instructs manager of the various fund activities. Oversees and manages execution of appropriated and non-appropriated fund budgets for the Directorate of Athletics. Supervises and consolidates budget requirement submissions for all Directorate of Athletics activities.
Interface and Liaison. Works with offices and agencies external to the Directorate of Athletics for financial and accounting services, oversight and audit matters; accumulates and reports financial data for external and internal review. Works closely with finance offices at MWC and other athletic conferences and associations to ensure compliance with NCAA and conference financial directives. Facilitates timely and accurate receipt of conference distributions and payment of required assessments. Ensures preparation and submission of NCAA required financial reports. Evaluates reports and initiates appropriate action in response to NCAA Financial Reports, Audit Agency reports, Inspector General findings, conference and other collegiate athletic governing body inquiries. Develops and maintains working relationship with USAFA/FM Comptroller and Non-appropriated Fund Accounting Offices. Responsible for the accumulation and report of financial data required by the MWC, the NCAA and other college athletic governing bodies. Prepares request and supporting documentation for Department of the Air Force seeking deviations to written Air Force policy that hinders the execution of programs associated with a major college athletic program.
Coordination and Oversight. Provides direct oversight of Directorate of Athletics and AFAAA contracting and purchasing program. Certifies fund availability and oversees negotiation, administration, and contract termination processes relative to the procurement of a wide variety of goods and services. Coordinates and prepares contracts for NAF individual services contracts as authorized by the funds custodian.
Fund Resourcing. Manages preparation of budget inputs and supporting documentation for directorate Financial Plan and Program Objective Memorandum (POM); monitors budget execution to ensure obligation and expenditure of funds according to public law. Manages preparation of NAF budget, submission to Advisory Council and ensure effective execution. Establishes and supervises cash handling procedures and cashier reporting for all AFAAA retail and cash handling activities. Ensures accurate and timely consolidation and reconciliation of financial statements internal to the department and in conjunction with NAFAO.
Service and Administration. Performs appropriate administrative functions to ensure the timely and effective offering of physical education courses and athletic programs. Provides advice and counsel to improve the quality of educational and athletic programs. Maintains the professional and ethical standards of the Academy. Proactively embraces the Academy Core Values, Institutional Outcomes, Character Development Outcomes and USAFA regulations and operating instructions.

Qualifications
QUALIFICATIONS
REQUIRED QUALIFICATIONS: Bachelor's Degree required. Must have at least 10 years of experience working in the DoD Financial system.
ACADEMIC DISCIPLINES:
Finance or related field.
DESIRED QUALIFICATIONS:
Master's degree preferred.

FOREIGN EDUCATION:
Education completed in foreign colleges or universities may be used to meet the educational requirements. It is your responsibility to provide such evidence when applying in the form of an "official" statement of U.S. equivalency from a Department of Education approved (non-federal) agency (i.e. AICE, NACES), who will complete a U.S. Standard of Education Conversion.
